If you have ever had to deal with a debt collector or bailiff you know how scary these people can be.

Newlyn is one such business, the representative of Leicester City Council except the council has a fiduciary responsibility to give anyone fair warning before instructing the bailiff; according to the bailiff.

This is where my issue arises.

I apparently was photographed driving in a bus lane on 5th September, 2024.

The problem for me arose when I had absolutely no correspondence regarding the infraction from Leicester City Council.

The bill from Newlyn was the first I’d ever heard of it and wait for it the amount outstanding was £190.

Great work if you can get it.

I immediately contacted Newlyn, I have experience dealing with these people, not this firm but another one that did scare me quite badly. This time I was very firm, they tried to threaten me, but I stood my ground. After some pressure from me they said they would put the account on hold for 14 days to give me time to contact Leicester City Council but warned me it would escalate after 21st January if not paid.

I contacted Leicester City Council, explained exactly what had happened and the lady I spoke to told me to file a TE7 form.

A week or so later I got an email from TEC traffic enforcement centre saying I had filed the wrong paperwork, they sent me two more forms to complete, all the while the clock is ticking down on the government appointed Rottweilers ready and waiting to pounce on me.

When government administration fails and councils across the country are bankrupt or close to it, it’s not surprising to me systems are falling to bits too.

The interesting thing for me is the court enforcement system for local government in the UK is a trap you cannot escape even when the council is completely in the wrong.

My advice. If the council have sent you the three letters they are legally required to send before passing the debt to a debt collector, don’t try and fight in the system, it’s a waste of time. Just pay it.

In my case the infraction went straight to the debt collector Newlyn without any opportunity prior for me to take care of it.

I am sure I am not the only person this has happened to, as money gets more scare and councils cannot balance the books. Sure there has to be consequences for parking and driving misdemeanours but personally I find it really scary, when poor/corrupt systems in the government are common place and no one seems to be able to do anything about it.
