It is completely character driven at the beginning, the build up feels slow, you are not sure where it's going, the thing that holds you in is the tremendous character acting. Dont quit on the movie. All the action is in the 2nd half and you will be on the edge of your seat.I actually ended up watching the second half of the film twice. It was powerful. I am so sure many people who see this film outside the US maybe will find it shocking that some people live like this.The thing that makes this film so touching in a way is the human element in the individual characters' stories. The serial killer, wrongly accused death row inmate has been done so many times before but never ever like this and funnily enough the back story leaves the after taste. I give this film a solid 8/10.
